Yes - Like many, I look at quality before price.  There are times, however, that I also need to consider getting the best that I can afford at the time to get the job done. One of the tougher ones for me, is finding something that could have potential, but simply out of the price range irregardless of the sacrifices that need to be made and you have to walk away.
