My editor suggests changes on the manuscript, and if it is a major change, he discusses it with me. Even the copy editors do a markup with suggested changes highlighted. I do the changing. I am not aware of editors who just go into a manuscript and change things. I also appreciate reader suggestions, and listen to their opinions and ideas for perhaps a change that might improve my story. I agree with what Wendy Scheuring had to say too.
