If you're a plumber, customers are going to Google for 'plumber in My City' when their pipes break, not hop onto Facebook. Social media tends to work better if you provide a 'fun' service or product.
When people say SEO doesn't work it's usually because of one of the following reasons:
-Their SEO strategy is getting them in front of the wrong audience, so the traffic doesn't convert well. You don't necessarily need lots of traffic, you need the right traffic.
-The business really needs local SEO, but the campaign is being run as if they were a national/international company. For one thing, you're not going to be able to compete with the big companies for the same keywords. For another, local SEO is a bit of a different animal; find somebody who knows how to do local SEO if you're a local business.
-There's a technical problem. This is one of the most common issues I see with small business sites because they often don't hire a professional, they DIY or get the teenager down the street to slap something together. If there's a technical problem that's causing pages to not get indexed or urls weren't redirected properly, it doesn't matter how awesome your blog posts are.
-Not understanding all the factors that go into search engine rankings. For example, Google ranks pages that load faster higher and Bing factors grammar into their rankings.
-The SEO is fine, it's something else that's the problem. Like maybe the site is a bad experience on mobile, or the design is a huge turnoff to the target market. Bad copywriting is another culprit; just because it ranks okay on the search engine doesn't mean the copy will persuade anyone to open their wallet.
