My opinion is that the problem lies in the actual daily job quality of life issue. #1 is that the bright interested people have trouble locking into a 'desk' for 8 hours, even if it is not a desk. It is the desk-like mentality. It is easier to manage, but it is hard to get people to join because it requires giving up so much. So, the issue is 'position (job) design'. We tend to think of the output and how skilled a person is. What everyone really wants is to feel free in the work, to grow and advance of course, but also the activity of every day because it is your life-time, not just hours. The goal in job design is to develop the attribute of the daily life quality in light of input and output requirements of the business.
