How does a new business get clients without testimonials or a history of past performance?

Have you narrowed down and defined YOUR target market? Once you have, contact them directly and introduce yourself so your name and services gets out there. You have to be assertive about letting people know you are in business and can solve their problem(s) x, y and z.
Don't assume people will put it all together, do it for them.
Create memes for social media that introduce your services. Do NOT always sell in every outreach. Aggressive selling turns people off. Educate and share (even funny stuff, lord knows we need it!).
Are there any local people you could partner up with and get exposure to each other's email list/clients?

Thanks for the great feedback! I have started a "Top 100 Businesses I Want to Target" list that I need to start working. And I agree that assertiveness and confidence are key! And you are correct in that making solid connections are more important that trying to sell off the bat! And I have started a partnership with a local business that is almost at the same point as I am. Will start also partnering with established businesses! Thanks again!
