Why do business advertise a product as free while actually forcing the customer to pay for shipping and handling?

To attract customers who want free stuff.
Sometimes the S/H is worthwhile, but it's super frustrating to find an item that should be $10 with $5 shipping but it advertised as "free" with $20 S/H.  That's just disingenuous marketing.

Any advertising that’s state free then when your give info and in the funnel they say S&H just say that I’m the bringing not charging actual retail price.
