They obviously have cash flow issues they are trying to conceal... or they are generally dishonest. You should always obtain 50% down before beginning work and deliver your product with the exchange of final payment. I had a client once that sat (for hours) in the lobby of their client and every time the client had a customer walk through the door the client would approach the receptionist (again) to discuss the non payment of services rendered.
