Sandra is correct in regards to qualifying for the "Special Enrollment" period.  In addition, if you are moving due to a change of employment, then you might also qualify for a "Special Enrollment" period. I agree with Johnothan that any date if fine, since circumstances can be a determining factor. In my case, my wife and I got married on February 17th due to my being in the military. That was over 50 years ago. However, if people only had two dates to chose, a majority would chose Valentines Day. Remember don't act like a dog running around and jumping on everyone.  Talk to 4-5 new people per hour and talk about their businesses more that you talk about yours.  You want to develop a relationship with members.  Remember that although they may become a client, you are looking to be referred to the 100-200 people that they know.
