Advertising, no matter what media (social, snail mail, door-to-door, etc) requires a simple system to be effective. If you want your dollars to go farther, here's the simple method:
Determine your ideal client to at least 7 dimensions
Determine how to create or buy a list (online and/or offline) based on the ideal client you created
Craft a message that is as intense and gets their attention as a ransom note
Then, and only then, research to find the best way to get your persuasive message in front of your ideal client.
Finally, have a closing or conversion system that bring prospects into your sales world.
Try it this way. You'll thank me when it succeeds!

Really depends on what service you provide and target audience but I'd platforms such as PPC are a really cost effective way to market to your audience and more easily track return on investment. Generally speaking, smaller companies should start out with digital, word of mouth, and direct marketing and build from there.
If you don't mind me asking what service are you providing and who are you looking to go after?
Online networks that enable "positive word of mouth testimonials"
First identify your target groups... who will benefit the most from the use of your product or service. Then direct your promotional materials to those specific groups... where they meet, what they read, a direct marketing campaign and your social media to those groups. Depending on the type of service Thumbtack (https://www.thumbtack.com/welcome?refer=0gQNace...) is a great way for people who need the service to find you I have used it for years it work well for my business. If you use social media (which is highly recommended) utilize groups that target people that would normally use the service you offer. Also email blast focusing a the targeted group works well and saves money and time.
How small? These days the local paper in small communities still works. Other than that social media is dominant.
An excellent way to increase your client load is to ask for referrals from your customers; I let people know that I value the people they value and appreciate their support. I also have sent gift certificates to my customers to give to their friends and family. Another similar method is to post that referrals are the highest form of compliment. Word of mouth is the most powerful form of advertising.

How you choose to target your potential clients depends on many factors. Before I make any recommendations to my clients, I ask them a series of questions about the why, who, what and where in great detail and also if their clients seek them out (directional) Digital Media ex: people who need a Air conditioning or plumber usually need them immediately. Directional will result in high conversions quickly. If you want to seek them out (Creative) direct mail, billboards, TV, radio etc. Creative will take longer to develop and is meant to brand your business for people to think of you first when they have a need now andin the future. You can also do both. Then you can decide which Media is the best based on budget and your expectations. A good Business Advisor will help you set realistic expectations for your Marketing Campaign.
