While community activity is sometimes relevant it should be very small part of the interview process,
questions should be based upon the job description. the need for certain experience, training or education. Legally you must know the questions you can a can not ask, beyond that. I believe that what motivates the employee is important. What does success look like for the employer and interviewee.
I have done many workshops on how to hire the right employee (It's never about the money) It's important to show a career path if applicable. What is the company culture and how will they fit. I also recommend assessments for communication style and motivators.
