Absolutely - maintaining a client is always easier (and cheaper) than getting a new one.

That being said, doing a great job for the ones I  have and letting them know that I'm in the market for new ones has given me new prospects who come basically qualified to me because my existing client base has already said "She's amazing. You need to work with Anita."
