Absolutely and most vociferously. To the waiter firstly and if that did not garner satisfaction I'd go to a level that did, e.g. a no cost meal from the owner.

There is always a cost to the meal. The restaurant bought the food and prepared it for your consumption. Labor costs were incurred. And, the cost of a free meal is charged to the Owner and their Net Profit.
Would you give away the cost of a nice Framing if someone complained about how it looked in their home? Probably not. Then why would you vociferously ream the waiter out and insist on getting a free meal from the Owner if the situation was reversed?
A more respectful way would be to follow the chain of command. Speak to your Server first. Let the Server problem solve your issue. If that doesn't work, the Server will bring the Manager over to talk with you. Let the Manager determine if your complaint rises to the level of a meal at no charge to you.
If you insist on a free meal, you can bet that restaurant and their employees will remember who you are when you return. That is when you pay for the cost of both meals.
