Whether we know it or not we need art. Art brings color and enjoyment to our lives. If you take all the art out of our lives it is pretty bland. Art can be a painting a sculpture a pretty vase, a well designed lamp and furniture, all art as it has to be designed before it is created.. Remove all these things from your home and see how your home becomes just a house.
For me it's a passion, I would certainly say it is a need / want and a desire. You have to decide for you what it means. Art takes you on a journey through time and present. I hope you find my answer helpful.
Art communicates in a way that simple, logical, declarative statements cannot. Art can speak to our logical minds while simultaneously speaking to both our hearts and our sub-conscious minds. Additionally, in moments of doubt or stress, having something beautiful or interesting to look at can bring the momentary distractions that we sometimes need.
One consideration is whether you include “visual communication” (such as illustration, graphic design, etc.) in what you are calling “art”. Because without those disciplines (which are as much about clarity as they are about aesthetics), your message could fail to engage or reach it’s intended audience. Many businesses and organizations engage them as necessary, and rightly so.

I think the answer is both. Art has its usefulness. Art is not merely something that hangs on a wall. It is the covers of books. It is in other forms that cause joy. Art serves a purpose in historical ways as well. Through art forms of the past, we have an idea of how or what some things might have been. One day, we will be that "past" that others look at. And our art will tell them clues to how life was for us.
Art is a part of our daily lives and is present in cultures across the world, and most people have an appreciation for art. While we are surrounded by art, whether it's a painting, music, dance or theater, it can have a huge impact on our mood and emotions, providing us with a deeper understanding. People think that science and technology are superior to art. But art makes life worthwhile. It may not be vital to fulfill our basic needs but it does make life joyful and gives you a chance to dream. Also as an artist, it takes me to my happy place.
Technically, all we really need is food and water. But when we aspire to live, to thrive, not merely to survive and exist, we need much, much more. Including art in all forms. Art allows us to share, to grow, to be inspired, to dream, to connect. So do we need art? Only if we wish to dream, to live, to rise.
Both! Visual art, music, literature all rejuvenate the soul and far beyond. Look what they've done to reinvigorate lost neighbourhoods condemned for destruction. Values soar.
