I am not a business owner therefore the questions are not relevant. Thank you
I'm a photographer / graphic designer, so my expenses and returns are fairly consistent month to month, year to year. So budgeting is easy as there are not too many "speed bumps" along the way. If something does come up, I have an excel spreadsheet that works wonders to manage everything.
When dealing with tenants....good question.  I make sure there's enough to cover auto payments of ins. and mortgage, put away for taxes.  If anything left do repairs as needed.
As a hobbies wood worker more than a regularly functioning business, I plan per an event. I do most events around Christmas and a couple through out the year. Budgeting for me is making sure the price I pay for supplies more than is covetable by what I think I can sell the items for.
Don't operate within your means...operate well within your means.
Since I am not the Owner I can not answer this question.
The key thing I have learned is to put about 20% of every cheque I get in the bank for taxes. Also, life is often better if you direct any HST you get from clients to savings. Otherwise you have to play catchup next year.
