When your client wants you to put together a plan for them, proposal, but won't tell you their budget, what do you do?

Give them a ballpark number. It is best to not waste time on these types of transactions. If the client is serious, they will either give you a budget OR be willing to negotiate with the number you give them. Then, and only then, should you put forth the effort to build a proposal.

I personally like the 'three choices' option. Put together three 'plans' or 'programs' that fall into the three price points.

Since they are already acting like a pain, you should go with a medium price, high price and 'buys the moon' price.

Human nature suggests they will buy the one in the middle.
